I say you follow Garfang's advice and pop the hood from the outside.
If you get caught you have a good excuse.

Well, they found the owner of the car, so I guess there is no need to pop the hood from the outside anymore, but I do think the cat should come inside now. Can you get the owner to open the hood again?

Have you tried the spca? Or even call a newspaper as a small local interest story.

It's not right to just leave it there.

At this point, Darwinism takes over. Survivial of the fittest. Kitty is too stupid to have taken advantage of it's freedom. Let it go the way of the Dodo Bird. You tried. You did well. Kitty would never survive to adulthood anyway...too stupid, obviously.

oh for the love of...get the owner to open the hood, take the cat to the pound, it will save the owner from having to hose out dead cat from under his hood.

Here's what you do to get action taken.

Call the local media. Tell them about this dying kitten. Then tell them how the police refused to do anything to help and would provide no assistance, and they wouldn't even tell you who to call for help. That will get the police in trouble with the townsfolk, and will get someone to adopt the kitten. Also call animal control, and they will come out to get the kitten. The media will eat the story up.

if the spca gets it, in a few months when nobody wants it, it will be pickled and injected with red/blue dyes.

Start the car. Let fate take it's course. The fan only takes up a small percentage of the engine compartment. I'd say it has a 90/10 chance😀
