UPDATE (now with PIC): HTPC video issue

I have an HTPC set up using an AVerMedia TV/PVR card and for some reason recently a white square made up or several smaller white blocks now appears on the screen while either watching live tv or a recorded program and flickers back and forth in a random pattern. I've tried reinstalling the driver and the problem comes right back.

Any suggestions?
I can provide further information if it would help, just let me know.

the small white cube to the right of the bottom of that logo. It buzzes around the screen nonstop. Any help?

Which driver did you reinstall?
Have you updated your graphics drivers?
