I was going to be nice, but you are a complete idiot.
They hang out in a bank. They watch who makes a large withdrawl (one can easily see casher count bills etc). They either go out into their car and follow her home, or with a cell or other form of communication relay that she is leaving to another person in a car that follows her home. It is a very simple scam, what don't you understand? Do you think all criminals are 100% stupid?

So this other person in the car has to get out quickly, find her car, slash her tires, and then get back in the car before she gets outside the door? Or did he use a harpoon gadget on the front end of his psychic robbery mobile?
BTW, if it isn't shens, and it is safe to assume that her tire was slashed at the bank, was footage ever reviewed at the bank? I'm sure there are cameras in the parking lot and I would think police officers would take a theft of this magnitude a lot more seriously than described here.
What banks allows people to just hang out and watch what people are doing at the counters and then relay the information on a phone?

This not shens, it happens often in LA. It's happened to my mother before. They slash your tires and make you pull over and then act like they're going to help you change your tire and steal your purse.

I have no doubt that this kind of stuff happens to people in some way. The way it is described here doesn't make any sense. I just don't see a police force turning a blind eye to this if it is true. The amount of money stolen makes it a felony and are plenty of places to look for evidence.
Exactly, then she could make an ID on the person driving the car and compare it to the bank tapes. The tire slashing is confusing to say the least. So now we have a guy in the bank talking to a guy in the parking lot, who relays a message to "parking lot guy". PLG now documents all the costumers cards, and proceeds to slash her tires. Without noticing a horrible thumping sound, she drives all the way home on a slashed tire. Where she is robbed in front of her house. To boot she doesn't report this to the police...and has no officer to report further information to, allowing the case to be solved?
The police are part of a union and union members tend to be lazy worthless POS's. Plus, in LA $4k loss is nothing. They have bigger fish to worry about.

B) If it did happen at all, I can't see this happening somewhere other than the ghetto
C) ignorant? no ignorant is withdrawing 4k in cash for no reason, getting followed home and getting robbed without getting any identifying information on the suspect besides a car type of which there are 100000 in 10 sq miles radius

The cop you talked to is corrupted. When sh!t like this happens, you gotta go into vigilante mode and take matters into your own hand. Unfortunately, you suck at stalking the criminals. In this case, you need to setup your gf as the bait and get the criminals to come to you. Have her hang a roll of 100s around her neck and walk around the block. When the criminals approach her, have your gf detonate the 50 lbs of C4s she's got strapped around her body. Criminals get blown up, you win.

I hate to say it but I think the reason the police aren't interested in pursuing this is simple.
There is NO profit in it for them. If they recover the money, they just have to return it to the rightful owners.
Where as, if they catch a drug dealer with lots of cash....= profit for THEM!
Up here the police have flat out said that they will not and DO not investigate property crimes. (not enough $$ in the budget they claim)

I would be very interested to see the amount of time spent on investigating and prosecuting different crimes since the forfeiture laws went into effect.

It's not like they would have to be at the counter next to them. They could be in line. They could be getting a lollipop from the jar, filling out a deposit slip, whatever. They could be dressed nicely and inconspicuous, they could be making a small deposit themselves to have a reason to be there.
You'd make a sh*tty criminal.

Several years back I went and looked in the police impound a day or so before a police auction for un recovered property to see if I wanted to go bid on anything. This was a bike auction BTW and I saw a bike with one of our shop stickers on it in the impound. If the police wanted to find out who the bike belonged to, all they had to do was call US and we could have told them who the owner was. They didn't.
There were several bikes in the impound that I wanted to bid on so I went to the auction.
Guess what? NONE of those bikes showed up!
Turns out that the police get first dibs on any unclaimed bikes, so none of the good stuff ever shows up at auction.
IMO there is something seriously wrong with the way the police operate in this country these days....

I suggest trying to find a friend/family member involved in law inforcement for their recommendations. I'd guess that after your little stalking incident, you might not see these guys ever again, however. Good thing you got the plates though.
