I'm not interested in getting into a p*ssing match about this, it is what it is. I found the article well-researched and well-balanced. No, Bush was never formally charged with being AWOL. Yes, Bush did miss a year of service, however, making him AWOL in effect. Bush also apparently tried to make up some of the missed time. If I remember the article correctly, this wasn't confirmed with certainty.

If he did what he did strictly for honorable and legitimate purposes then I don't see a problem if the price could've been reduced by doing the same thing a different way...(ex. giving the speech after they got to port)

If, however, he did what he did for personal or political gain, then what he did was wrong and Dems and Reps alike should condemn the actions...and take the cost of said action out of his (or his parties) own funds.

I think they would gladly pay, you can't get publicity like that during election time usually, it would be a bargain. Seriously though, this is as petty as investigating a blow job.
