Unsubsidized student loans?

I was 'awarded' $17k in unsubsidized student loans. How is this even considered an award? I dont get it.

Most students:

Are young with little to no credit history.
Are not putting anything up for collateral.
Have no present job that pays enough to pay off the loan.

It's an award 'cause you wouldn't get it in the real world.
