I think you can remove them with system restore off(disabled).

My brother has one that he can't remove, says can't remove because the file is currently in use. So, he disabled the system restore and now he cannot find the file. What to DO ?

I would run
Trend Housecall online virus scan ,this should tell which if any viruses you`ve,once you know the name of the virus you can then do a search with google or at Trend Micro site to find best way of removing it manually if you current anti-virus software can`t remove it.

assuming your using Windows ME and not XP or another OS that supports system restore try this. start up the defrag program then pause it (dont stop it, just pause) then go into the 'c:\ _restore\temp\' folder, delete the virii (better to hold the shift key while deleting so they do not become locked again while in the recycling bin, if that is possible). defrag.exe unlocks some of the system files while it runs, like the restore folder so it will not stay fragmented.
