Unlocked phone with call/text restrictions?

I'm trying to help a coworker find a cheap unlocked phone she can send with her daughter on a trip to Europe this summer. She wants to have her daughter be able to call her or her husband at anytime, but doesn't want her calling and texting her friends on at outrageous international rates. I have a Tracfone for my kids that allows me to restrict all calls and texts to specific numbers only, but I believe this is a Tracfone firmware specific feature. Are there any manufactures or specific phones avalible unlocked (for under $100, if possible) that allow calling restrictions such as this?
