University receiving center, commercial or residential?

Student packages are delivered to staffed receiving center and as its staffed and they can drop off package for multiple recipient at once, it is closer to commercial delivery.

Is this considered commercial or residential?
I ask this, because UPS and FedEx have a lower rate for commercial address recipient.
