With unemployment benefits, the previous employer pays a portion of those benefits. The feds apparently have a law on the books saying that any unemployment benefits paid will be paid by the government. What does it matter which state she files in if the government will foot the bill anyway?

Because different unemployment rates in different states are meant to adjust for cost of living. If she files for a different state, the government will be paying more than it should.

Either way, all this shit should just be privatized. Screw unemployment and social security. Interesting how all these white collar criminals get put away for ponzi schemes, and the US government gets praised for running the biggest ponzi scheme in existence.

To the state, nothing. To us, more $$. To the taxpayer....:(.

Checked on the cobra reduction. Ran out 12/2009.

I think technically the unemployment insurance program is suppose to be funded by employers so it shouldn't cost taxpayers anything? Or at least, that was how it was suppose to work until it was extended multiple times and the federal government started loaning to the states. I think the plan is to pay back the deficit when we all discover gold and lithium lined oil wells underneath the state capitals so it should all work out.

Yep. I pay federal unemployment tax (futa) through the business in addition to the state. It's not much, iirc.
