underclocking HP cpu?

Actually, I am asking this for my friend. he has this P4 2.4ghz and he wants to underclock it. any ways to do this?
 
You can reduce the FSB speed, but the best thing to do would be to leave it at the current speed and get a temperature sensitive fan that will slow down when there is a lesser load on it. This will reduce the noise. You can put a larger fan on the heatsink that spins slower but moves larger amounts of air.
 
for laptops just enable the cpu speedstep and it will drop the CPU to 1.2ghz.

for desktop CPUs you need to play around with lower FSB.
