my gts runs at over 70C on full load. and honestly, im not comfortable with that. so i found a spare case fan and figured, "what if i placed it directly on the top of the card (over the GPU circuitry)". But the question that popped into mind was, "wouldnt it cause some sort of interference and/or damage the card?"

So should i sit my case fan on top of my 8800 or is it too risky?

go for it.
As long as there is nothing on the fan that will conduct electricity you should be fine.

Could've asked this at NFSC :p

I would not advise placing fan blades too close to the card. Make sure the fan is at least 3 cm away from the circuitry for best results and enough space for hot air to be expelled.
