Ah a new problem unannounced and unexplained.

Formatted
Installed Different Types of XP
Updated/Downgraded Video Drivers
All Drivers for everything, Motherboard,LAN,IDE,Audio etc.
No dust
No overheats, CPU = 47, GPU = 45.
300w Antec PSU Solutions
1GIG of RAM, tried without other no diff.
New HDD
New Motherboard
3000+ 64 CPU newcastle 754
Basically on Barebones
Reset CMOS even thought I didnt need to
Ran multiple Virus/Adware and Spyware Scans.
24/7 Firewall
..... Now for my problems....

50 Secound to 1 Minute Startups, Hangs on boot screen for about 30 SEcounds and takes 15-20 Passes. Games run decent but by no means to their standards on my setup. Somtimes my computer won't turn on, fans will spin then it will power off, but if i wait it will work again, thinking its my PSU not putting enough power out. Programs run slow, If im installing/uninstalling with multiple windows open my computer hangs, I couldn't burn while trying to open a media program because it was so slow. Load times in games aren't as great as I'd like and I get 3-4 secounds lags.

I only run essential in background: Internet Monitors, AVG, Kerio PSF, Audio settings, Quicktime. I have theme's disabled so XP wouldn't take resources and I uninstalled about 4 gigs in programs. I checked my wiring and my parts, nothing seems out of the ordinary. Weird thing is, when I run tests such as 3DMark05 I score a basic score, nothing bad actually better then most somtimes... But it doesn't show in games... :-/. This problem ****s so I could use some help. I guarantee no one can figure this out.

Poster: Here, Anandtech,Team-Haxor, IM'd some friends, Asked my school IT teachers etc. If all else fails IM brining it in to show my IT teacher mr.Mango, I'm sure he can help... But then again, I would rather do it myself.

You have a history of Windows problems. You also have a history of pirated Windows. So before the resident troubleshooters go on a wild goose chase :D is this a legit, Microsoft-manufactured Windows CD with the hologram of the guy jumping off the roof of a building on it?

No offense, just askin' :)

Does it count if you burn your friends copy? :), mech you know me like no other, but copying an exact CD and not a pirated version wouldn't be it would it?

Genesis, i'd be very suspicious of that 300Watt power supply of yours. You're putting an awefully big load on it, especially with that 6600GT and an athlon64.

You should be shopping for something larger, Antec is a great brand, just start at 400Watt or higher.

slow boot up times are typically due to difficulties recognizing hardware. Try memtest to test your memory, check Device Manager to see if all hardware is recognized, which it is if there are no yellow questionmarks. Test your hard drive with the manufacturer's diagnostic utility. If an OEM machine such as Dell, HP, Compaq, Gateway, then obtain their diagnostic utility to test the system also.

Yeah - it would be good to see if the problems persist with a higher power supply

Ok, I will check the PSU when I buy a new one and as far as my HDD, it's OEM so no disc :-/ and its brand new sooo i doubt it. My computer is custom-built not pre-built, no dell here. I also checked my devices and everything is in check, I would do memtest if somone could send me the link to where you can burn it on CD and not on a Floppy (no floppy drive/floppy's.)

I believe memtest86+ has an ISO on their website.
