I've heard its pretty common here in SF now on the radio a bit back, there is "real estate mafia" so to say that evicts people from rent controlled places and then redo them so they can get way more money, they have a lot of lobbying power and money

If you had property that you could be making 50% more on each month wouldn't you want to do something about it as well?

In IL they just raise your rent at the end of the contract.
