unless leaving my CPU at stock speeds I am no longer able to set me RAM to a lower CAS level or even a diffrent mhz level. Is there any reason why? IS it a featur on my mobo?

If you're overclocking the CPU on your DS3 it will automatically raise the speed of the RAM in line with the FSB based on the memory multiplier. Odds are it's doing this automatically and you're trying to artificially pick a high number for the RAM which it will not let you set as it will not run unlinked with the FSB. If you're overclocking your RAM you may also not be able to select lower or normal CAS latencies because it has to loosen the timings as a sacrifice in order to force it to run faster.
