Unable to get POST.

Got this Motherboard and CPU from work, you can read original story here.
Story

Original Motherboard(Gigabyte) seems dead but the CPU (Athlon 64 3200) not sure.
I put CPU to Original Motherboard and when you press the power all the CPU Fan does is twich and that's it.

I put CPU to a new MSI K8N NEO4-F and the fan spins but no post and also as soon as i put the power cord the fan starts to spin, i can turn off if i hold the power button for 5 seconds.

I have cleared the cmos by taken the battery out and also pressing the reset button on the motherboard, no jumper but button and nothing.

I have taken the motherboard out of the case to see if anything is shorting and nothing. do you think it could be the power supply? I only have a 350watt PSU, maybe not enough juice for CPU?

IF the CPU was bad would the fan spin?

You be hard pressed getting an NF4/A64 combo fired up on a 350W no brand psu. How many amps are rated on the 12v rail? 14a? 15a? That just isn't enough power. ;)

Its an Antec 350w PSU and the 12v rail states 15A

so you think i should try a 400w?

A 400W with at least 20a on the 12v rail should get that combo to fire up. The newer Antec 350W would as well, as it's rated for 24a on the 12v rail, instead of the older versions 15a.

I'm going to see if my workplace has a PSU i could borrow for testing...

I dont think i'm understanding correctly where to see the information for the 12v rail when looking at the specs of PSU online.

I only saw a few with getting close to 20a or they have Dual 12v etc. etc.

Throw the mobo and CPU on a table, connect the PSU and then try it withought any components. Also since its MSI, check the code that the D-Bracket is giving.

I run my system using a Antec TP 330.
