They are checking the code to make sure there are enough bugs to be able to issue Windows 2000 Second Edition.

MS never claimed it was going to be released on Monday. Those were just rumours that websites started.

I was under the impression that SP1 would be released to manufacturing on Monday, which means it's done but will take a while to get to users. Kind of like how Windows ME has been released to manufacturing but it won't be out for a while. But what do I know?
