UHC issues

We take ObamaCare, modify a few things and I believe it can pass.

Listed below are a few points:

• No foreign national shall be provided UHC, Welfare or any other benefits. If the FN request access to said benefits, they must be put in line for citizenship.
  
  Generally the private sector has a cap on administrative positions to keep the overall profits up. If the average private sector has around five percent adminstrative positions, then the government must have a cap as well... even if it is an estimated number.
  
  Flat HC tax for all users, lets say it is 3-5% of income earned. This accounts for inflation, the total removed will continue to go up as salaries are adjusted.
  
  If said individual does not have a current job, then 3-5% is taken away from Social Security, Unemployment and or Welfare.
  
  HC must be optional, the person can keep the 3-5% of income if they so desire. Yes, you can still receive emergency care and other necessities.

I say a 50% on all disposable income. This would allow people with a lot of money to care for a lot that don't.

You need to rethink the "then 3-5% is taken away from Social Security" as most of us already pay more than that in Medicare premiums.

2) Probably is meaningless, aka won't do anything
5) is a no go. That just means that people can choose to have absolutely Free Care with no obligations. 100% need to be enrolled.
