If it fails to reach it's goal, you're right, then it won't be funded. However, until such time is met it will have amassed more funds than any other crowd funding project. This in turn may generate some attention and provide more support.
If you count funds they get after the initial campaign, then yes. Hypothetically, that would be like saying Canonical would have $50 million some point after the indiegogo campaign was over. If of course, they would keep accepting support afterwards (which they won't). Perhaps I should have made it clear that I meant within a campaign period on kickstarter/indiegogo/similar crowd funding site.
I think people who wants this smartphone should just plunge in, there is no loss regardless of what happens. By supporting you're increasing the chances, and especially if you use a little time to show others what they can get.
