On to the topic at hand.
I dont find a new 'Nuclear War Plan' upsetting. When you have a weapon in your arsenal, it is foolish not to have contigencies for it's use.

However...

Am I the only person that finds the thought of using nukes in this manner totally frightening? It is a slippery slope, and I cant imagine anyone who would claim to be moral and sane contemplating the use of nuclear devices of such a nature.
