There shouldn't be "stupid-man law enforcement terms." Narcotic, I'd think to be a substance that causes drowsiness, sleepiness - a nervous system depressant. Opiates qualify. Amphetamines, pot should not. I can see reasons to fight opiates and amhetamines that traffic outside the law. Pot is a different story and the US government's continuing attack on pot, lumping it in with other street drugs is part of a system perpetuated by and predicated on keeping people ignorant of the true issues.
