No, Bush is Kirk. Rove is Scotty - he's the one who has to hold everything together.

I think that makes Ashcroft the Borg queen, and if the Iraq scandal ever gets legs, Rumsfeld may become the red shirt.

Well one approach is better than another. Remember, man isn't fit to rule. Therefore, keeping his ruling scope limited and as close to the people as possible is the best approach. Rather like the theoretical structure America enjoys. IMO of course. :)
