Typical procdure for obtaining a Visa

For anyone that's ever stayed for some time in a given country, is it normal to have to travel to a country's consulate (in NYC, DC, etc.) to get them to issue you a visa? Or are you able to do it via snail mail? If at all possible, I'd really like to NOT incur the additional expense of traveling to NYC and back just to get a stamp on my passport.

If you are doing this through a university in the states, they should have it set up where you mail in your passport to the consulate.
I did one where I mailed it to the consulate. I also did one while in country.....but that doesn't help.
