If you fail to activate XP and is locked out after thirty days can you recover files on the C drive? Can you install it over itself and recover all your setting?

You can activate it when the 30 days are up, no you cannot install xp over it and keep your settings, would defeat the point of activation if you could just re-install it every 30 days.

You can do a clean install every 30 days but you can't recover your settings since doing so will pick up the activation status from the previous install.

Yes, I just did it several weeks ago. I loaded an old copy of XP onto a clean HD on a new machine, but left the original hard drive it was installed on intact but inactive in the old machine. I had to troubleshoot some hardware in the old machine so I used it as long as I could (about an hour) but then it wanted me to reactivate and then locked me out. I later purchased another copy of Win XP and just used the new serial number to activate the old machine instead of reinstalling XP. You need to have a good (unactivated) copy of Win XP though to do it though and it has to be the same version (Pro/Home). There is an option to activate with a new serial number at the activation menu if I remember correctly.
