1. How big a difference will I notice between CAS2 and CAS3?
2. Is $229.41 a good price for two sticks of Kingston 128MB PC133 non-ECC CAS3 RAM?

1. you can't notice the difference.... but cas2 is ~3-5% in best case scenarios

2. sounds like a good deal if it's $115 per stick..

That's a good deal, especially considering that ram prices have gone up lately.
