New transparency rules ordered up by Democrats two years ago require lawmakers requesting earmarks to write a letter expressly asking Congress to dedicate money for a given project. And as one scours the omnibus spending bill, it's easy to find specific appeals from people who are no longer in office, like LaHood and Solis.

In LaHood's case, the former Republican Illinois congressman wrote a March 19, 2008, letter asking Congress set aside funding to move the "Jacksonville bandstand" from one of the House office buildings to the National Museum of American History in Washington. LaHood also earmarked funds for police radio upgrades, agriculture research and equipment at a planetarium in Peoria, Ill.

As a Democratic congresswoman from suburban Los Angeles, Solis asked for the federal government to cover the cost of police equipment in Corvina, Monterey Park and Baldwin, Calif.

As Cabinet secretaries, LaHood and Solis will continue to have significant sway over Washington policy decisions. But because the omnibus bill is a holdover from last year, dozens of lawmakers who either retired or lost re-election are still legislating from the political grave.



Change not only came to washington, it crossed the street to 1600 Pennsylvania Avenue.

Looks like the crusade against so called 'wasteful spending' is over; wasteful spenders get a nice promotion.

Winnar you are an idiot. All earmarks are not pork, and Obama did not pledge to eliminate them. That was McCain's campaign pledge, not Obama's. Furthermore, the idea that he would base his cabinet nominations off of whether or not the person had requested an earmark in Congress (or would consider that disqualifying) is moronic.

How much longer are we going to have to put up with this turd? Winnar really is every bit as bad as Dave ever was.

Is this some dig regarding the overhead projector that Sen. McCain referred to during the presidential debate? Are you aware that the Adler Planetarium approached congressmen from BOTH PARTIES asking for assistance in replacing the old projecter? They agreed BUT THE MONEY WAS NEVER AWARDED.

To clarify, the Adler Planetarium requested federal support ? which was not funded ? to
replace the projector in its historic Sky Theater, the first planetarium theater in the
Western Hemisphere. The Adler?s Zeiss Mark VI projector ? not an overhead projector ? is
the instrument that re-creates the night sky in a dome theater, the quintessential
planetarium experience. The Adler?s projector is nearly 40 years old and is no longer
supported with parts or service by the manufacturer. It is only the second planetarium
projector in the Adler?s 78 years of operation.

We have made requests to Senators Durbin and Obama, as well as to 6 area Congressmen
from both political parties. We are grateful that all of the Members we have approached,
including Senator Obama, have deemed our activities worthy of their support, and have
made appropriations requests on our behalf, as they have for many worthy Illinois nonprofit
organizations.
However, the Adler has never received an earmark as a result of Senator Obama's efforts.
This is clearly evidenced by recent transparency laws implemented by the Congress, which
have resulted in the names of all requesting Members being listed next to every earmark in
the reports that accompany appropriations bills.

LaHood was responsible for securing 52 earmarks totaling $58.9 million, among them a $250,000 earmark for the Lakeview Museum Planetarium along with an additional $198,000 for the installation of green technology in the Planetarium at a time when the nation faced tens of billions in transportation maintenance backlogs. A January 14 Washington Post article noted that in 2008 he sent $9 million worth of earmarks to campaign contributors, and that he ranked in the top 10 percent of all members who obtained earmarks.

This current batch is $95,000 for the Peoria Riverfront Museum and $381,000 for the University of Illinois College of Medicine.

He's one of the top porkers in Congress. Or, was.
