Simple question I hope. Is it possible to keep the transparency effects but have the increased contrast outlines activated.

There doesn't appear to be a way in the system preferences, but that doesn't always mean its not possible.
 
I've found the accessibility/universal access .plist file but it doens't appear to be plain text or easily editable 🙁
