TWEAK UI for WIN 2k?

Has anyone noticed the "Prevent apps from stealing focus" setting doesn't work anymore?

It's a DWORD value in the registry as set by TweakUI....which doesn't seem to work....but when you change it to a string value, it works again. And no matter what I do, IE seems to ignore this.
