I have PC with a ATI 9000 Pro connected to my 27" Sharp TV via S-Video Cable. The question I have is this.

When connected there is this wavy line that constantly scrolls up my tv at a very slow pace. It kind of looks like the lines you will see if you are watching a TV show and they have a computer monitor in the background. Also I have noticed this same thing with different video cards connected to this TV and others. Any help at why this happens would be greatly appreciated.
 
I noticed it was already set to 60hz and I also tried setting it to other refresh rates and resolutions. Could it be the quality of S-video cable??
