TV Out Problem. Please HELP!!

I have Winfast GeForce2pro 32mb DDR w/ Tv Out. When first time i buy, TV out can work very well but after a few day it start to trouble. The trouble is when i set device selection to TV, tv screen just screw up show like black and white lines moving. I try to change setting to NTSC or PAL and go to lowest resolution and frame rate but nothing change. Is that my setting problem or my hardware problem? Or that was my TV problem? I try to change driver(winfast driver and nVidia deriver) but its not work. then i try to test it in another pc but its not work too. When i try to another pc, i still use same TV. Does there anyone had a problem like me? Please if there someone can help me.😕
