At work we have a division that has a Dell Latitude d620 which does not have TV-Out. They are now staring to do presentations and need this feature.

Anyone have any recommendations for an add-on to the laptop to give them this ability? I know they have USB->RCA but I'm a bit leery because we rolled out about a dozen USB-VGA "cards" a few months ago, and though they work we usually get a 1-2 calls a week regarding them. Usually only takes unplugging and replugging them back in but if these presentations are off-site I don't want it to be temperamental for them.

Take a look at these;

Avermedia

Found site by searching Newegg for "TV out" - Newegg has some models listed. Note they output Composite Viceo or S-video, but not a TV channel signal.

Another option, of course, is to send people out with both laptops and some sort of video projector fed by a standard VGA signal. Or, burn the presentation to DVD and depend on the customers to have a DVD player. Or even, take a small portable DVD player along - most have at least composite video out and stereo audio out on them.
