TV-out has a blue tone to it

When I hook up the TV-out adapter to my card, the output on the component signals has a blue tinge to it. I noticed that the Pr channel wasn't being output, but the cable isn't the problem. When I first turn on the PC (during POST), I can see a full color image with all the channels present (there is no blue problem). But, once Windows is up, everything turns blue on the TV-out again. When I try and set the resolution to 480p (from NTSC-M), I just get a BSOD. Forcing TV-out detection just causes a crash everytime I start Windows. Any ideas?

96.89 beta. The same thing happens in Linux too with non-beta drivers (consoles aren't blue, but GUI under nvidia driver is). Apparently others have this problem as well. I suspect if mine weren't crashing that I could have fixed it so I'm wondering if anyone else's crashes when changing modes (NTSC-M->480i or 720p).
