Local dimming means the leds will lower their power when they are black. It gives the appearance of "blacker" blacks.

edge lit backlit leds replace the ccfl backlight in traditional lcd's.

with local dimming, think of a 'smart' backlight that can turn off led's instead of making them appear black after light from the ccfl bulb passes through. this can give blacks especially in film a very real black color, especially in dark regions and shots in the movie shots.

i personally thought that the lcd cracked when i saw the black from local dimming for the first time on my monitor. scared me, but that is probably sums up how dark it can get.
