Tv Capture Card

Hey guys I was thinking of getting a tv capture card for my comp to watch tv on it and to play my ps2 on it. Now when it comes to this topic i'm completely lost, can someone tell me what I should be looking for when buying the card?

If you don't need to record, any $20 card should work fine. I'm not familiar with current cheap ones so I'd suggest you go to newegg.com and look at user reviews.
