Turning on/off hard drives in external USB enclosures.

EIDE hard drive mounted in an external USB enclosure with a built in power switch.

With this unit plugged in via its power supply and its USB cable connected to a computer, can the unit's power be safely switched on or off?
 
Yes, though Windows might give you some warning about disconnecting improperly, yada, yada. There should be a little icon in the systray you can double-click to disconnect the device before turning it off.
 
I do it all the time - that's how I back up my SATA RAID array. To avoid problems, make fure in Policies it is "Optimized for Quick Removal" and not "Performance." That turns off write caching so you can unplig it or power off with no problem.

Effectively, turning off the external power is no different than hot pulling the USB plug.
