Is there a way to quickly turn on and off bluetooth without unlocking the phone? The BT icon in the drop menu is faster than settings but I was wondering if there was a faster way. I was considering NFC but turns out my phone (Moto E) doesn't support it.

My application is to use handsfree while driving and save battery when not in the car.

Bluetooth uses up maybe 1-2% of your battery life, its not a battery killer.
You could automate it with tasker, if wifi disconnected turn bluetooth on, if wifi connected turn bluetooth off.

I've had a widget on Android 4.x called 'power control' IIRC, comes with Android 4x I think. That allows me to switch off wifi, bluetooth, gps, sync and alter/toggle brightness.

Think I found a good widget for this. Turns on/off with double press of power. Has auto-turn off when disconnected from BT.

Is bluetooth really that little? I remember it draining my battery a lot faster, though that was with a non-smart phone.

Bluetooth is technically not Bluetooth these days. Anything other than Bluetooth LE (Low Energy) is practically WiFi once paired and active, e.g. streaming or tethering.

Smart Watches without WiFi are exclusively Bluetooth LE and require Jelly Bean 4.3 or higher for that reason. Bluetooth LE should consume less than 5% of WiFi for searching and maintaining connections. (or so I've heard)

If you're really concerned, I'd use something like tasker to setup something to turn it on when you drop your home or work wifi AP. That way bluetooth is on when you need it and you don't have to fiddle with manually doing it every single time.
