"Turn off hard disks" in Power Options

As far as hard drive life, is it better to leave it set to never or to let them turn off after a couple of hours of no activity?

Never let them turn off. Its not running all the time that kills them, its when they constantly go from a complete stop to spinning and vice versa.

An object in motion, stays in motion.

It's not velocity that kills them; it's acceleration, like the posters above me said.

Keep em running 24/7.

Aside from the above... there's also the heating factor... Once sped up the drive stays at a relativly constant temp (not counting hard work during intense games or program runs)... cooling down and then heating cycles also add to a shortened life... unless it's a laptop in battery power, leave them running.... (if it's a laptop on battery power... why would anyone leave it running when they're not using it? ;-} )

Agree with others. I never let my drives be turned off by power management. About the only thing that's good for is the monitor. If you have a laptop though, and want to conserve battery life, that may be the only time you ever let the power management turn anything off besides your monitor.
