Tuner card problems

I got a new rig recently and as I still have a mint condition Hauppauge PVR 500 TV tuner card around, I decided to install into my Biostar mobo TP-67 B+ and the whole rig just won't boot up properly, it resumed on-off powering up until I decide to shut down thru my casing button. Tried emailing about this issue with Hauppauge and they replied that their PCI cards should not have any incompatibility issues with Windows 7. I am hoping that someone has an solution cos this is really a waste to leave out this great card.
 
From the sounds of it you aren't even getting to windows so I think they are correct in that it isn't a 7 incompatibility.

It shouldn't really have much effect on the overall power consumption, but is your power supply up to the task?

That's what I have assumed too in the 1st instance but after emailing Hauppauge support, they claim that this card is compatible with Win 7 and things should work.
