So far I have only been able to get 2294MHz on liquid cooling water extreme 3.0.
there was a setting for cores that I bumped up from 20 to 30 and it seems as though I was getting higher clocks
What should I be realistically shoot for?

You give us little information on the cpu, no information on board & memory, so "realistic" predictions are impossible.

Bunch of information that doesn't help..
WHAT BRAND/MODEL MOTHERBOARD?
WHAT INTEL SKU? E5 2695 v3?
WHAT BRAND/MODEL/SPEED RAM?

Xeons don't have unlockable multipliers. The fact that it's giving you a 2.3GHz reading doesn't mean you've succeeded in doing anything; that's evidently just the maximum turbo setting the chip supports.

In any case, if you want to overclock this thing, the BCLK setting's probably going to be the only way of doing it.

ASRock Fatal1ty X99X Killer
Intel Xeon E5 2683
G.SKILL Ripjaws 4 Series 3000MHz
and my BCLK is at 130 I think

If you're already at 130, all you can do is enable multi core enhancement..

MongGrel is right, it's an ES chip (obviously). This means it's OC ability could be anything really. Just try adjusting the multiplier one notch at a time and run Intelburntest to test stability.
