Radio China (Shortwave) has "Learn to Speak Chinese" programming.

Check out the schedule in "Passport to World Band Radio" for the schedule.

They're a pretty strong station, you should be able to get it on a reasonably priced radio.

I'd try putting out ads (craigslist maybe) looking for people with previous tutoring/teaching experience as one-on-one once a week or something would probably teach you quickly.

Join the Army as an intelligence analyst, be sent to the Defense Language Institute, and get paid to learn it.

Well... that *might* be a little extreme. But it worked for me!
