Trying to install XP home on new computer but it says "Windows root\system32\hal.dll missing"

I formatted the Seagate hard drive and proceeded to load the necessary files before installaion of XP home, after the required reboot I got this message "Windows root\system32\hal.dll missing"

How can I get this resolved? I checked google and in general I found it to be a problem with the hard drive where it mentioned to remove the ddo and reinstall windows. However I dont understand that part, maybe comeone can help me figure this out?

You're probably getting this message because the boot settings havent found the OS and therfore can't load it.

Use you're OS cd, enter the recovery console by pressing 'r' and use the "bootcfg /rebuild" command (without the quotes, of course).
