Trying to find a SCI FI show where "modems" are implanted installed in the head

Help me find this movie TV show or mini series. 70s? way before PCs.

Things I remember

You could have a peas sized "modem" installed in the head near the ear?

Regional hubs all around the country that were connected to a mainframe that would provide you whatever information you required though these pea sized implanted interface devices.

I think it has something to do with Bell atlantic or one of the bells.

That's really all been trying to find it for a long time.

I need more info about this show. where was it set? anything specific to this show that makes it unique? like a central government or uniforms or law enforcement or aliens or other technology?

I have no idea, but about 4 or 5 years ago there was a really cool show on CBS called Intelligence with a former military operator or something that worked for the U.S. Cyber Command that had a chip in his head. He had like an augmented reality vision and was able to hack into systems. Sadly, like all good shows it ended after the second season. Yet we have trash like Breaking Bad and that zombie shit playing, up to and including reality TV. It's all so damn sicking.

Damn that sure sounds like it. Now I'm gonna have to watch it. In one of the IMDB reviews,

There was a lot of decent sci-fi in the 70s just finished watching Colossus: The Forbin Project.

Well, by that time the unholy combination of a follow up of 5G and an implantable hearing device for the deaf but not used for deaf people (electrodes in the scala tympani of the cochlea and electrodes in part of the brain that processes images) will highly likely happen somewhere in the world. Great soldiers...
Sound goes both ways, vision only one way in the sense that it is two ways but with external camera (wide spectrum, IR).
