I almost pulled the trigger on the $165 RX480 just now, but I got my measuring tape out and I'm thinking I'm going to avoid buying a card that's more than 9.5", as it'll be really tight.

honestly the clearance is possible, i'd just do it - even if its a PITA and takes an hour and you need to re-route for the tight fit...its just once. sounds like this will be the system's last card.

gtx 1060s aren't worth the price; if i had to spend 250 for the gtx 1060 performance, i'd just jump to 400 and get a mini 1070.

At 10.02 inches it might not fit at all. I have very approximately 10 inches of clearance, and I need to angle the card a bit to get it into the space. Going to pass for now and see what else comes up for sale.

My nitro 470 in silent bios mode(so default clocks) at full load average around 115 watts with small peaks all the way up to 130. So that is think close to your setup but if you plan on a rx480 you going to come close to at least 150W on load with OC it will quickly go up to 170 and higher.

I've been working a lot and just let this sit. I figured out why I was having instability and it had nothing to do with my video card, but I decided to upgrade anyway. I couldn't find any cards with silent or passive modes at a reasonable price or with the correct length, so what I ended up going with was an MSI GTX 1050 Ti for $125. Total length is ~8.5", 75w TDP is ITX friendly and the price : performance is great. I'll see if I can make a passive profile of my own for it.
