Trying to completely uninstall Outlook Express

I had some problems with my machine, and long story short, ended up formatting the c: partition. Now, when I start Outlook, it throws up an error saying the address book couldn't be loaded, and the program should be reinstalled. The problem is, I haven't figured out a way to do that. Everything I try keeps some varient of ourlook express on the machine. Any suggestions?

The error occurs when starting Outlook Express or Outlook XXXX ? AFAIK you need to have Express installed in order to XXXX work properly. Unistalling Express should work through Windows Setup, Add Remove.

Sorry, I thought I had made sure every reference to outlook was outlook express. I'm not using outlook at all, just outlook express.
Tried to uninstall outlook express from add/remove programs, but it didn't fully install. I need a way to uninstall the whole thing. Right now, I'm looking at a windows reinstall.
