Trying to completely disable history delete in IE11

I found a registry mod that takes out the 'delete history' button in Internet Options, but I just found out you can still go into the dropdown history menu and delete them singly or completely, like always...

Anyone got a fix for that?

GPO.

Enable the following group policy settings located in both Computer Configuration\Administrative Templates\Windows Components\Internet Explorer\ and User Configuration\Administrative Templates\Windows Components\Internet Explorer\:

Turn off “Delete Browsing History” Functionality
Turn off “Delete Forms” Functionality
Turn off “Delete Passwords” Functionality

I have W7 Home... so no GPO.

EDIT: I found a program that's supposed to add GPO functionality to W7H, but it has no effect on how IE is working... nor does it include those 3 items listed above. disabling those pages (i.e. the General tab, the Security tab, etc) is available... I've disabled them and they continue to appear and remain functional.

The checkbox on it is greyed out just like the 'delete history' button next to it. That is appearing like I want it, it's being able to delete any line of history from the history dropdown menu that I'm trying to stop.

I suppose the purpose is to keep track of what users are doing. Perhaps you could sync the history to different directory.
