If you don't think it is the PS, then clear the CMOS ( check your manual, if you need to know ), check all the jumpers on the mainboard to make sure they are setup correctly. If that's fine, then try a different MOBO,

Placing your nutsack on the component in question is the perferred method--100% effective. That's why women don't tend to be as computer-inclined as their male counterparts.
