They probably didn't even understand the concept of ethics. It's like offering piano lessons to a squirrel, totally alien concept.

The point is to follow the lessons learned in training. So if they spent $1M and followed it, we wouldn't complain. If they spent $1M and didn't follow it then we'd complain. By NOT doing it, they left us no option but to complain. They chose the "Well, we aren't going to follow any ethics rules so we'll just save you a $1M (while we waste billions)" option.

If the GoP Congresses' earlier behavior this year is any indication, the Republican party in general has issues with the thing called ethics.

Ethics to the Trump Admin. is like regulations to the banksters and Wall St. barracudas.

The shit just gets in the way of doing things the way they like, which usually means that a lot of innocent folks need to be fleeced for the fleecers to stay warm and cozy.

Thread title seems to be misleading. The article actually seems to be about who provided the ethical training, not that they didn't have any.

Well, if you don't take the training when you do ethical violations the first thing to come out of their mouths will be I never had any training.

Plausible Deniability, in many jobs it is a requirement.

So who did provide the training, in regards to the OP ?

Just another "because we said it happened" in the current administration.
