I think it's just like how God attacks the evil in people by reminding them they are going to go to hell if they keep it up, but reward them with heaven if they are good. Electric cars are good so it is good to make them and gas cars are bad so don't make those so much. And the more good cars our government gods make us but to get to heaven, the more heavenly the price becomes. We want the roads in California to be like the ones in Heaven.
