Troubleshooting No Display Problems

Alright so as of this morning I go to boot up my other PC, but the monitor acts as if its not getting signal. So unplug it from the monitor and try my LCD TV, still no signal so at this point I'll assume thats fine. Open up the case pull out the video cards and it looks like it definetly ha problems, the fan is all melted/burnt enough so that the fans bent, run out buy a a cheap Radeon to drop in. I try to get it to bare minimums(new video card, mobo/cpu, 1 stick of ram) and it still won't give me any video. Any tips on what to try next?
 
You can pull out VGA and RAM to see if the board returns POST errors, if that doesn't work try clearing the CMOS.
 
Sorry for being slightly ignorant POST errors more or less are the string of beeps it throws out? This board doesn't have a display for errors like my old one. If so it throws an error when the ram is removed but it doesn't act any different without the video card and it does not have onboard video. Clearing the CMOS did not work either.

No POST errors with the VGA uninstalled indicates a problem with the motherboard. You can make sure by checking the motherboard manual. Can you RMA the board?
