Troubleshooting my computer

Ok, I'm trying to figure out which part of my computer has crapped out. My video card had a warning light that said something was wrong with the power coming into the card. This led me to think that my PSU was somehow broken. But, power is still being supplied to the computer. Everything lights up and turns on. However, the card doesn't display anything on the screen. But the thing is, I tried that same card on another computer and it works fine.

So, my question is this: Is it possible for a PSU to fail to provide power on just the 12V rail? Or is it one of those parts where it either works or doesn't work?

I don't have access to a multimeter either to see if it's really toast.
