troubleshooting 4k

I just got a 4k 27” monitor for my new computer and was testing it out and I came across a problem when I try to play UHD movies on VUDU and iTunes. When I try to set video quality to 4k it only gives me the option up to 1080P. I upgraded my Netflix to 4k and I’m sure its only playing at 1080p. the only content I can play at 4k is on YouTube only if the video is 4k compatible. I tried to google the problem but can’t find anything close. I tried to uninstaller all drivers and software pertaining to monitors and video cards the reinstalling them. I even restarted my computer many times and the problem persist.

Any help will be appreciated

My hardware is

I5-8400

Asrock Z370 itx

WD black 250GB nvme SSD

2X 2tb WD blue in raid 1

Corsair CX650m

2X 4GB DDR4 2400

Are you using a HDMI or DisplayPort cable? Since you didn't list a video card, you are using the IGP on the CPU, correct?

I was useing a gtx 780 fe but its now dead. And the time it was working i was use DP now im useing igpu on my 8400 with DP

Its probably the cable becuse I'm using the one that came what's the monitor and the movie I downloaded with iTunes will not let me watch it any higher than 1080p. How can I tell if its 2.2 hdcp?

It should have some kind of small print on it somewhere stating what it's version is. If not, then you likely will just buy one that you know for sure meets the requirements.

well it didn’t so I went out and got a new HDMI 4k cable. Walmart didn’t have or know what a DisplayPort was. and i still cat stream 4k on Vudu or iTunes

Have you gone into the Intel graphics control panel to see if you are able.to change it in there? Possibly could be in your monitor's settings as well.

i did and i am runing 3840x2160 as my resolution when my gtx 780 was working i was playing games in that resolution and i can stream 4k on youtube so idk

OK an update on whats going on so far
my monitor is 27ud69p
Im still using the DP cable that came with it its DP E119932 not sure if its a DP 1.4
i fixed the HDCP = disabled by disabling DP 1.2 in monitor settings so now HDCP = enabled
im now using rx 580 8GB by XFX and now my refresh rate is locked at 30hz 🙁
i did a clean install of windows 10 home just to make sure is wasn't a software conflict. but now i have to find out how to get my windows 10 pro upgrade back.
and itunes vudu still wont let me set to 4k. netfilx im not sure about because i cant find any 4k content. and i can stream 4k from youtube. btw im using the vudu and netfilx app from Microsoft store.
my pc is new i build it 12/2017 the monitor and gpu i got under a week ago both new.
btw how do you get the print screen button to take screen shots again. it use to work in windows 7 and older. now it dose nothing
"so many problems, so little time"

its also worth noting that when on my igpu and playing long videos (over 45min) on youetube with google crome id see a random green checker pattern like artifact in the player. btw i once overclocked my ram up to 2800 when i had an issue where i had a black screen at startup which i fixed by setting the ram back at 2400 but by them my os was corrupted and had the reinstall windows.

Well my cable has to be at less a 1.2 becuse i was geting 60hz with my igpu and gtx 780. I think its an amd driver isuse becuse it didnt get locked to 30hz till i installed the rx 580 and software/drivers.

What is your internet connection speed? If it is not fast enough then maybe it is downgrading the video.
